Why are the USPS Flat Rate boxes free?

I went to the post office to pay for postage, but my card got declined, so I had already packed my shipment, so I had to throw the flat rate box away. Will I get charged anyway? Is that considered theft?

    The free boxes are an incentive for people to mail their items using Flat Rate.  If you don't ship the box, you're not charged for the postage.

    I heard the rumour once in Berlin "DEUX EX MACHINE" they made a prison in the USA about it but I read articles about where it comes from the Partenon once a man said DEUX EX MACHINE and they decided to demolish the Partenon that is the sickness of a rumour and there it exists the ANTIVIRAL against the DEUX EX MACHINE
