Can panties be stretched?

    Panties will stretch out (or any elastic will) after many washings.  However, when they shrink in the dryer - there's a lot less "give" in the material and they don't stretch as much.

    Yes panties can stretch out depending how there made If there just cotton and have elastic they stretch normally If there different types it may not do so easily

    Depends on the brands. I know material such as Satin and Nylon stretches well, One of the reasons why it’s my favorite to wear,

    Indeed. Except if they have a place with Supergirl. Those are produced using material rescued from Krypton. Difficult to cut or stretch.
