By doing some simple arithmetic averaging, we see that when Petco is cheaper, the average savings over Petsmart is $8.20. However, when Petsmart is cheaper, the average savings is $6.12 over Petco (slightly less).

Depends what you're going for.
Petco tends to have a larger selection of live plants, fancy Bettas, shrimp, and snails. They also have a larger variety of quality fish food. Petco also periodically has a dollar per gallon sale for their small to mid sized aquariums.
Petsmart is generally a bit cheaper for most aquarium items such as dechlorinator, gravel vacuums, medications, and other supplies and has a wider variety of fake plants and decor.
Whether their live fish are taken care of and healthy depends on individual stores for both chains, so you should check them out when possible and get your livestock from whichever consistently has cleaner tanks and fewer sick or dead fish. There is also a lot of variation on how large the aquatic section is among stores of both chains, and generally if they have a significantly larger aquatic section the fish are better taken care of.
Honestly, though, I've found that the best livestock and fish items come from local pet stores rather than chains, so try and find out where your local pet and fish stores are and check them out and you'll likely find one better than either Petsmart and Petco. The best local pet stores have more knowledgeable staff and owners that choose to stock higher quality items and have a wider range of animals in better maintained tanks.

I like Petsmart better. Petco is very mainstream.
