Is the Pacific Ocean Warm Around SD?

I have an old 1966 Allstate travel guide and it mentions La Jolla Cove saying

The beach is so tawny, the water so warm etc.

So is this right?

    Compared to Florida or 1000 miles south, it is cold. Compared to anything else on the West Coast (US/Canada) it is very warm.

    Yes, petty much.  California has some really beautiful coastline.  Nice beaches towards the southern end of the state, rugged cliffs towards the northern end.  But the ocean is really too cold to swim in except for part of Southern CA, between SD and LA.  This is because of a warm current that hits the coast there, the Japanese Current. 

    In northern CA you see people sitting on the beach, wading in the ocean up to their ankles, but anyone actually out in the water (like surfers) is wearing a wetsuit to stay warm.  In Southern CA you see more people actually swimming.
