There is no solution to the system, not the way you typed it.
If -4x+8y = -8, then -8x+16y = -16. This contradicts the second equation in the system.

(b) Assuming by 1-4 you mean negative one fourth,
R1 of the matrix becomes 1 -2 2
(c) 8 R1 = 8 -16 16 so that plus R2 becomes 0 0 -2 (which means the system is inconsistent, having no solution) so don't need to go any farther
