The U.S.S.R. did. They had far more space "firsts" than the USA. Oddly enough the USA beat the Soviets at putting the first man on the moon.

The Soviet Union sent Luna 2 to crash there on 13th September 1959. Luna 9, again Soviet, made a soft landing on 3rd February 1966.

The Soviet Union... they *hit* the moon with an impact probe - Luna 2 - September, 1959.

The Soviets were the first to hit the moon.  This would be in the late 50s, like 1958 or 1959.  We already knew about the satellite (Sputnik) and I remember one of the kids brought in a newspaper to my elementary school class that had big 3" headlines:  REDS HIT MOON!

There was some speculation in the early 60s that the Russians had even landed people on the moon.  Reports of hearing radio signals of  human voices, in Russian, from the moon.  In those days the Russians only announced space shots after they were successful, so the theory is that they went people up there and something went wrong.
