Does it make sense for an employee to use vacation time while his job is closed due to COVID?
Keep in mind he’s only working one day a week, as someone is still needed in the office to perform certain essential tasks. Therefore, he’s not working from home, but is simply getting paid full time while out of the office. So since he’s basically taking time off, anyway, excluding the one day a week he comes to work, would it be pointless to take a vacation?

It makes perfect sense. You have vacation time and you are off work - that's whats done. Deal with it.

You are getting a paid vacation without using your vacation. Why would you use it unless your employer insists?

"Pointless" from a pure short term financial standpoint, but it could be a discussion once he's back to work full time. Was he already scheduled for vacation prior to this situation? Is he still taking time off to go do something? Then that's all a discussion between the employer and employee. I see few scenarios, however, where I would require someone to record vacation in that situation.
From the employee standpoint, he has a PTO/vacation balance which is going to max out, then there is no harm in using it before that happens. That makes sure that, in the off chance that you are called in for more than that 1 day a week, you don't have to make up an excuse for not being around.
