Most tap water companies have switched from using Chlorine, which evaporates in a few days, to chloramine, which will never evaporate from the water. So it is no longer safe to just leave water out and assume it will be safe for fish, because in most places that is no longer the case. If you want your water to be safe for fish you need to purchase and use a dechlorinator such as Prime that says it neutralizes both chlorine and chloramine.

It takes several days for the chlorine to become more or less inert,  they do have chlorine neutralizer drops you can put in the water to make it almost instantly safe for fish or plants.
