    21/75 = 0.28

    Therefor

    0.28x = 119

    x = 119/.28

    x = 425

    The proportion in the small sample should approximate the proportion of the whole population.  So, if x = the estimated population size,

    21/75 = 119/x. Cross multiply

    21x = 119 • 75 = 8925

    so divide 8925 by 21
