NY is highest overall, but that is because flights from Europe tend to land there. It is very low currently, and getting lower

NJ is next, again because of location. 

MA is next, again because of location, but low and getting lower

The ones to be concerned with are ones like Florida and Utah, which are seeing a increase in cases now. Republicans all.
