from the answers it sounds like a place to consider only if you win the lottery or have a successful acting career. otherwise you may find yourself on skidrow

What does best mean to you.

The cost of living is way too high in California.

My relative lives in Davis near Sacramento.

It is a lovely little town. Plenty of people walk or bike. It has a nice little downtown area where you will see older people, families and students mingling. It is a close drive to Tahoe, the beach, the mountains, The Red Wood Forests, San Francisco.

A two bedroom, one bath 910 sq ft home can cost you $450,000. Wild fires get close each season. To the point where air quality index is hazardous. Everything from eggs to gasoline is higher (than where I live - near Chicago)

Directly across the state line from Oregon so you don't have to associate with Californians on a daily basis.

That'll differ by person because some love the ocean and some love the mountains. But in general your quality of life in this state will break down very much along the lines of what you can afford to pay.

Complete personal choice. It's one of the largest states in the country. It runs from Florida to Washington DC. It has one real city (San Francisco). It has a number of urban sprawl cities. It has desert. It has mountains. It has beaches. It has extremely culturally diverse areas and some that aren't. It has economically prospering areas and those which perpetually struggle. It has farming and high tech.

What exactly are you looking for when you say 'best'?
