What is this on my jalepeno plant.  And how to fix it. ?

    They look to be red aphids (although the picture is tiny, so I can't be 100% sure).

    In small numbers, they are fairly harmless, but they reproduce quickly and in large numbers can reduce the vigour of the plant and distort new growth.

    Squash any you see, and continue checking them every couple of days and squashing them as they appear. 

    I advise against spraying, as even though that would kill the aphids, it would also kill any pollinating insects which are visiting your pepper flowers, and you don't want that.
