To renounce US citizenship, you must be a citizen of another country, and legally reside outside the US. Takes about a year to process a renunciation, and the application fee is $2350. You may also be subject to the Exit Tax.

There's nothing stopping them - as long as they first get citizenship in a different country

If ANY American is already a citizen of another country and they move there any one of them can then pay to renounce their US citizenship

Healthy and unhealthy Americans have the option to renounce their US citizenship, but that has to be done outside the United States as the then not-American-anymore folks would be immediately out of status and subject to deportation. Since someone can only be deported to their country of citizenship, these healthy ambitious Americans need to become citizen of another country first. Then there's nothing stopping them from renouncing their US citizenship.

Some say Canada's thought about admitting US "refugees" fleeing police violence. But ultimately this would come down to the recipient nations deciding they would allow it. Obviously black Americans with the right professional skills can already move about the world on work visas if they so choose.

They already are, same as Americans of any other race.

Any American can renounce their citizenship and move if they fulfil their chosen countries immigration policy regardless of the colour of their skin.
