Is this the reason Europe doesn't pay it's share of NATO costs?

During the Cold War the United States used the threat of a nuclear strike on the Soviet Union to stop them from launching an attack on Western Europe.  This along with the United States picking up most of the costs of NATO meant that the countries of Western Europe didn't have maintain a strong military force and the money that would have went that cost ended up being used for social programs and now they don't have the money for a strong military

    NATO members had a commitment dating back to 2014 from the Wales Conference to increase spending to meet certain goals between 2020-2024. That's not Trump, that's Obama.

    The USA spends more on it's military than the next 12 countries combined.  Clearly, few countries believe they should spend as much as the USA does.  In fact, no country does.

    It's share? It's agreed upon %? No one held them accountable for not paying their bill, the longer it went, the less they paid. They did use those funds for other things. It is not any more complicated then that.

    The UK does pay its share many do not.

    Both Britain and France are nuclear powers and Nato has a surprisingly small budget which just covers command costs. Each country pays for it's own military
