why do people "turn mulch" in bed areas instead of just top dressing with a fresh layer?
mulch breaks down over a year...so it is probably only 1/2 as deep as it was when it was spread out? so turning it is really worth it? or why not just add a fresh 1/2 layer of mulch ?
also, how do "turn mulch"? does it look fresh after really?

Mulch tends to compact just sitting there and turning loosens it up, allows water to penetrate better and exposes any fungus growing in darkness to be exposed to the air and light. Refreshes it, in other words.
