What are some possible solutions to get rape victims to report it (other than assuming accused rapists are guilty until proven innocent)?

Education to get them past the feared stigma would be a good thing. Clearly you've got a better chance of convincing the prosecutors to pursue the case if you report it the moment it happens instead of stewing over it for a week until all the physical evidence is gone.

Just because an action meets the definition of a crime doesn’t mean someone thinks it’s worth reporting.  Most men who have been assaulted in a way that meets the definition of battery don’t report it. If someone doesn’t want to report something, that’s their decision.

We could socially shame rape victim into reporting their offenders as a duty for other potential rape victims.  That would be just as bad as shaming unproven offenders outside any proper legal venue and ruining their reputation without any chance at redemption.  So this suggestion is really just to show how the existing "trial by Twitter" is no better than any other half-baked, non procedural solution.
