Is a duffle bag considered a personal item that I can take with me no extra charge on a flight?? Traveling with a duffle bag this time?

It depends on the size. A personal item must fit under the seat in front of you and fall within the measurements provided by your airline.

Not unless it's a small duffle bag that fits under the seat in front of you. A personal item is generally something like a computer bag, briefcase or purse.

Depends on the size of the bag, and the restrictions of the airline you're travelling with.

It depends on how large it is. Most airlines consider a personal item a briefcase, large purse or backpack, basically something fairly flat. Duffles can be quite large with a height usually equal to the width. If it's not pack firm and can be squished down a bit, it might work. Best to double check with the airline's policies and go from there. Hopefully you're on an airline that has a free overhead carry on
