Is someone is visibly upset is a quick taps on their shoulder or upper arm ok? To reassure? Do not want to give the wrong impression?

Do not want them to think I am being

Condescending, innappropriate and do not want them to think i am “interested” in them sexually.

It is for reassurance..

When do you know it is ok to do this?

Update:

Am talking about people you know, not random strangers..

I am aware some hate this which is why i ask..

You need to follow social distancing protocol, not ignore it.  Don't do it at all.
