is Carnival the same time in Europe as in Brazil?

I saw a Rick Steve's Europe special and he said their carnival celebration is around the same time as Mardi Gras. If I remember correctly the celebration takes place in Venice, Switzerland and France to ring in the new spring season.

    Lent, the period of fasting and abstinence before Easter, begins on Ash Wednesday. The day before is known as Carnival, Mardi Gras (fat Tuesday), Pancake Tuesday (in Britain) and by other terms. It is not to celebrate "the new spring season" but is the last day of feasting and debauchery before the rigours of Lent. The restrictions of Lent are not what they once were but that doesn't stop people partying on the Tuesday.

    Mardi Gras translates to Fat Tuesday and is the time up until Midnight Tuesday before Ash Wednesday as observed by Christians.  So it is the same time all around the world
