Commemorative coins are frequently sold only via the mint. Ordinary coins are issued to the banks.

ANY coin can be circulated. It is foolish to break open packaged sets of collector-only issues and spend the coins, but it happens.
In the US, commemorative coins are issued only for collectors, not for general circulation. General circulation coins can be sold in packaged sets from the US Mint, and proof versions are sometimes made, for collectors.
Some other countries make general circulation versions of commemorative coins.
