How do technicians fix a laptop that won't charge if a new charger isn't the problem?

And updating drivers and updating windows 10 doesn't work?

    Replace the battery, which is the most common failure point in a laptop.

    if the charger isn't the problem, and replacing the battery doesn't fix it, the next step is a replacement of the charging JACK; the port you plug the charger into. this is a lot harder, and often requires you to completely disassemble the laptop, which is why you always try a new battery first. expensive, but easier to do.

    the jacks you can get on ebay new for like $5 - $10.

    They either tell you to buy a new laptop or charge you almost the cost of a new one and replace the charging components inside.

    they temporarily install a new battery and use a known good charger.  if that won't work, then the problem is the charging circuit inside the laptop and they replace that

    Then it's the battery or the charging circuitry. Time to open it up and inspect the parts involved in charging the battery, and the battery itself. Sockets break, electronic parts burn out, batteries get old.

    Sometimes the power socket in the laptop is broken off the motherboard--that takes some work and expense to fix.  Depending on its age and value to user, might be too costly.  Salvage the contents of the hard disk and get a new laptop.

    The next step would be to replace the battery assuming the laptop is able to operate on a  plugged in charger.
