The tentative date for the first debate is September 29.
That date is tentative because, while the bipartisan Commission on Presidential Debate has suggested that date, ultimately the two campaigns have to agree on the date and the rules for the debate. They probably will but there is no guarantee especially with COVID-19 in the background. (Biden will probably want rules that take into account the pandemic -- little or no in-person audience and maybe even done by remote -- and Trump will want a full audience with no masks or social distancing.)
While Biden is not the best debater, the general consensus based on past history is that he is better than Trump. In any case, it is difficult to judge a winner because many people view the debates through their partisan lenses. So polls afterwards mostly show where people were before the debate. And the real winner is the one who moves the undecideds by easing their concerns about that candidate.

The debates will happen after both parties declare their candidates, which will happen in August. As for who will win the debates, I'm going with Biden because Trump won't debate, he will insult and whine

Seriously? There is a reason why Biden hasn't had a live unscripted press conference in months. Have you been watching any of the videos he has been releasing? https://twitchy.com/dougp-3137/2020/07/08/zero-clu...
