Did the Roman Empire have a similar scheme that the USA and EU has today of letting in "illegal immigrants" or even "slaves"?

to take jobs away from Roman Citizens due to the fact they were willing to work much harder for cheaper?

If so, what does that say about our current state of affairs ? world wide? I even heard INDIA (as poor as that country is) has "illegal immigrants" breaking in and stealing jobs or working for much less and they had riots or something like that over this issue?

Update:

I think the "Free grain dole" was handed out along with the "Gladiator games" in order to entice the jobless Roman Citizens into joining the army? am i right? how much? or help me out here? how compares to today's affairs in the USA especially?
