Are actors actually eating food and drinking wine or beer when filming dinner scenes?

Sometimes. Obviously you can't fake an actor cutting off a piece of steak and shoving it in their mouth, or biting a sandwich, etc.
But with drinking, more often than not, there's nothing in the cup, container, what have you. A lot of actors tend to be bad at hiding the fact that their cup is actually empty. They're so focused on their dialogue and the scene that they do things that would normally result in a spill if there was actually anything in the cup -- like tipping it back too fast, or moving their drink hand too fast, etc. Chances are, if the character is drinking from a container that isn't transparent, it's actually empty.

When I was an extra in a movie the wine was colored water. At times they probably eat some food and some might drink real liquor but mostly it is fake.

Usually it is non alcoholic items used.
Best example in a movie is animal house when Belushi downs a bottle of jack daniels. A normal person doing that would be in the hospital. They actually used tea as a substitute for the Jack Daniels. and no one would know.
Also same applied for the westerns/cowboy movies.They never serve real alcohol. They use tea or water or the alcohol. And to the viewer they do not know the difference.

Well, yes and no. When you see them taking a bite, they are actually taking a bite, but the editing makes it looks like they consume an entire meal, when theyre really just taking a few bites over the course of a series of takes. And the liquid they're drinking is a non alcoholic beer or wine substitute. As with any job, its harder to give an acceptable performance while drunk

The alcohol is fake, because they are not allowed to drink the real stuff in movies ans TV shows.

They're just Parasurama dopplegangers - The dead don't actually see, hear or understand eating flesh with flies.

They eat actual food, but absolutely no alcohol of any kind. The booze is colored water. Or iced tea.
