question about misc 1900?

If someone booked a job and only filled a w9 and was paid $200 do they have to file that in tax return even if they don't make enough money to file for taxes?

If your self employment income is over $400 for the year, you have to file.  If you file, you have to file everything.

I think you mean 1099-MISC.  That's what I get from my second job (or did get, until coronavirus killed it).  If I don't make at least $600 per year at it, they don't send me one.  So it's unreported income.

The cut-off is $12,000 for obligation to file a return.
