    Depends on the context. 

    In the Horses section, where you have posted, it is likely being used to refer to the Bureau of Land Management, a division of the US Department of the Interior which, among other duties, is responsible for the management of the herds of wild horses and burros in the USA. 

    In much of today's news, it is likely to refer to the organization/social movement Black Lives Matter, which aims to end state-sanctioned violence inflicted on people of color, and anti-black racism.
