You cannot widen the hips but you can build up your glutes and legs.

You can workout to affect how muscular you are in certain areas of your body. You cannot workout to target the amount of fat stored in any area, nor to affect your frame (skeleton). Either you genetically have wide hips or you don't (that's how your skeleton is put together). You can workout to add some muscle to your legs and butt, so they are more shapely and toned. Look up lower body workouts on YouTube.
