Does vietnam have any extradition laws that sends an american citizen back to the united states?

I have a brother who is facing serious legal issues who is wanting to flee the states. He has an fiancee in vietnam and he is planning on moving over there and seeking asylum. He's been falsely accused and the case is too strong and will put him at risk of going to prison. Does vietnam have any extradition laws to send an accused US citizen back to the US ?

Vietnam doesn't have an extradition treaty with the US. But it does have immigration rules so unless your (imaginary) brother does this the right way he could be deported. That right way is going to involve ordering a background check from the FBI and that's the part when this plan will fail.

Vietnam  currently have no extradition treaty with the United States..... however to travel there he will require a visa and no flight will allow him on without that, so he is going nowhere

He won't even get through Immigration. He will need a tourist Visa, a return ticket,  a place to stay and money in his bank account. Vietnam has strict border controls.

If he says he has a fiancee there, that will raise a red flag.

    They are not stupid.
