Is it rude to ask someone what's wrong with their hair?

    If she has a bat caught in her hair it's a matter of animal cruelty. You should consider the welfare of the innocent animal and be more direct, as in: "Hey, Lady, you have a bat tangled in your hair".

    As a general rule of thumb, if it's not something they can fix within ten seconds, don't point it out.

    Important to remember, unsolicited comments about someone's appearance are not necessarily welcome by the recipient and what you may consider to be 'wrong' is not automatically going to be shared by others.  Do not assume your opinion trumps all.

    Yes, unless it's someone you're very, very close to and you're quite sure that they won't take offence.
