When will we be able to splice our genomes to incorporate animal traits into our bodies?
So we can regenerate limbs like salamanders, see as eagles do, and change or skin to blend in with our surroundings like squids and lizards. Also, cat girls, tanuki girls, and fox girls! All that crazy stuff. The strength of the apes and memory of an elephant. Power of the lions. We can do this. Cunning of the jaguar. Ability to take fire. Yeah!

Unfortunately, it's already being done in experiments!
There needs to be clear laws written before we go off the deep end!

cat girls, tanuki girls, fox girls: no, no, no
crazy stuff: no
strength of apes: no
memory of an elephant: Our memory is already better than an elephant's.
power of lions: bulldozers are much more useful
cunning of the jaguar: we're already more cunning than jaguars
ability to take fire: crouch behind a barrier
yeah! : no
You're more likely to see gene replacement for the sickle cell anemia gene.

Genetic engineering is not far away. However, what you're describing is not genetic engineering. The technical term for what you're looking for is "magical make-believe". DNA is not magic and never will be.

Never
The only time someones entire genome can be changed is when (s)he is a zygote

We can do it now, but the real question is whether it is ethical, permissible and advisable to do it. It can contaminate our gene pool and it is probably illegal.

That's purely science fiction. We may be able to alter our own genome to enhance our natural traits in future, but we wont be able to just jam the eagle gene for eyesight in and have that work. Human and animal genetics dont just pull apart and slot back together
