what happens to severely disabled people in prison ?
supposing someone commits a serious crime, they get shot by someone who they are trying to rob and they get severe brain damage as a result, they cant move or anything, do they still go to jail or are they referred to a hospice?

In some situations like that the charges might be dropped and the person left at home to be cared for by relatives.

Jails have hospital wings.

Hospice is for terminally ill people. A referral to hospice means Drs have done all they could, and they expect death within 6 months or less.
A disabled person can still be sent to jail
