The country that first comes up with a proven-safe and proven-effective vaccine

will be the first to have its people immunized.

It is a "political coup" in the international scene.

That nation is also likely to benefit tremendously from the sale or donation of the vaccine to other nations (after its own people are immunized).

    - benefit economically

    - benefit politically / strategically

Imagine: "We'll give your nation enough vaccine to immunize everyone. Your nation gets the product first. In return you pay full price and allow us to build an air base in your nation so that we can apply military pressure to your neighbors who we don't like."

The most important reason is probably to control distribution, to be sure that county takes care of it's people first.

Money, my dear. Everything is about money.

    And securing political positions.

The US actually went into stage three trials more than a month ago.  The Russians are skipping that.

The odds are really good it's safe but they have no idea how effective it really is because they only have short term data.
