If the starter just spins and the motor doesn't turn over the starter needs replacing. If you take the starter out and test it is the bendix throwing the gear out before it spins? It's likely a bad solenoid or bendix. Replace the starter.

How are you testing the starter?  If you are just applying voltage to the power terminal of the starter and not the solenoid, you are not doing it right.  You have to apply voltage at the S terminal of starter solenoid  (and B+ terminal of starter solenoid) and see if the starter engages.  You have to check if the starter gear comes out.  If the gear is turning but not sticking out, the starter is bad.

Rick is correct. However sometimes the Bendix scroll gets dirty or rusty and it sticks. So the solenoid can't pre-engage the drive gear. So it's worth cleaning up the scroll and applying WD40 just in case.

there's an electronic solenoid that pushes the starter out maybe 2" to engage the flywheel so the starter can spin-it.  It'd part of the starter, and sounds like it isn't working ..............
