Could a vent control ciruit problem be caused by a blow fuse?

    Possibly - but it would help to know what make/model/year, and an exact description of the 'problem'.

    On a climate control? Is yours electrically controlled? Or, by vacuum?

     Get out your manual and see which fuses might affect it..

    Vent control circuit? 

    I never heard of such a thing.

    It's possible but I've not seen that happen in 40 years as a mechanic.

    Emission vent control problems are usually a bad vent valve on the charcoal canister or purge valve.

    Topping up your gas tank will also cause vent problems as it fills the charcoal canister with raw gasoline.
