Why doesn't the grass stay green throughout the whole year?

It does stay green where I am in southern England, except, possibly, in the height of a very hot spell, when it browns off a bit.   It swiftly recovers when rain comes along.

Certain plants including some grass varieties go dormant when it turns cold to protect themselves and prepare for the warm weather when they thrive.  There are grasses which do grow in colder climates.
