Tsunami means Harbor Wave and is caused mostly by undersea Earth Quakes.

Floods are caused by excessive Rain.

A tsunami is caused by an earthquake, things large falling into the ocean, etc.

A flood can happen anywhere, even far from the sea.  And yes, tsunamis (and storm surges from hurricanes) can CAUSE flooding, but typically they are caused by inadequate drainage during a heavy storm, or a dam breech or a landslide that blocks a river.
