If you have no training in art, no portfolio, what makes you think you have the slightest talent or ability to become a painter/artist? You could take evening/enrichment classes in art to see how you do, what your instructor says about your abilities & your potential. You cannot compete for admission to any art institute or university art department without training, a portfolio, preferably art awards in competitive exhibitions. You need to consider alternatives, such as evening/enrichment courses, perhaps through adult ed programs at your local high school.

You either have talent or you don’t. You can’t just decide to be a “professional painter” and expect a school to teach you. Being an artist will generally not make you any money. There’s a reason people call them starving artists. If you wanna learn to paint, make it a hobby. Go to school to learn a skill that will get you a career. Art schools are for people with lifelong passion for their craft. For example, a person might attend Juilliard if they’ve been playing the piano since they were 5 and have incredible skills already. Juilliard won’t accept a student that doesn’t already have that talent and skill. They teach people with talent how to be better at it, and how to turn it into a career. They don’t accept students who want to learn to play the piano. If you wanna learn to paint, I suggest you get some paints and canvass and have fun. But go to school to learn a marketable skill.

Artistic painting is one of those talents which, to at least a good degree, cannot be taught.  One needs to have a certain amount of natural ability.  College art classes can hone and refine ones painting skills, but they cannot teach the basic ability. You should ask yourself if you have artistic talent now.  For example, can you draw well now (either scenes, people, or abstracts)?  If you can, start by making a portfolio (a collection of your best work.  You would need to submit your portfolio with your application to art school.

You need to have the skill and submit a portfolio of your work. Universities don't teach Art they are academic.
