Well dogs are trained to voice commands and you can easily speak from a wheelchair.... One of my sheepdogs was field trained  by me  while astride the cob horse in the following picture mostly,

Wheelchairs are far lower than he is so wheres the problem

You can't.  That's why God invented trainers.

You can't.  The dog needs specialized training that you cannot provide.  A Service Dog is what you need.  You would qualify for one if you live in that wheelchair & need a Service Dog.  Talk to your Doctor about getting a Service Dog.  You do not have the knowledge needed to train the dog.  It is rather intensive training.  & not just any dog would work.

Exactly the same way you train dogs if you are not wheel chair bound. NILIF https://k9aro.webs.com/nilif.htm you do not need to walk to train, basic obedience, sit, down, space, stay, wait again you do not need to be walking.......... I have two wheelchair bound owners in one of my classes right now the rest are not, one of them is certainly achieving better than any other in the class and both have also trained the other dogs in the class to learn to walk at the side of a wheelchair and not 'attack' the wheels, giving the correct space when walking at the side of the wheel chair........ with training you use what you can and what is available and the abilities of handlers, all that class have had extra training/socialisation around 'wheels' and all respect and understand that

You GOOGLE your question for answers:

Try "dog training from a wheelchair".https://wagwalking.com/training/walk-beside-a-whee... shows a dog also doing more than just walking w/ the chair:https://www.youtube.com/watch?v=muTXzjYFNR4You

    Youtube thumbnail

can also hire a trainer to come work with you & your dog.  Some people use clicker training (which got its start from people who train dolphins.)
