Into the sewer system under the streets.

In a city they go to two different places.  The rain water run off goes to pipes that carry it to streams and rivers in the area.  Your sink/toilet drains go to a different pipe which carries it to a sewage treatment plant.

In older areas they end up in the same drain, a combined sewer, otherwise there are separate drains for foul and surface water.  A combined sewer such as found in London, is laid to a fall and empties into larger main sewers  and finally to six huge interceptor sewers (some of which were natural underground rivers) that eventually lead to the sewerage works at Beckton and Crossness. There the waste is treated and the clean water re-used.

There are 2 kinds of waste water.  One is rain runoff and the other is sewage.  The sewage goes by pipes to a sewer treatment plant where it is digested by bacterias, etc. and turns into compost. The compost is then hauled off and spread on land somewhere like a tree farm, a non-food use type of land.   The rainwater runs to the drain pipes that are built when the streets are built.  The concern is to prevent flooding of houses.   The runoff eventually makes its way to a drainage ditch, then a creek, then a river and than back into the ocean.
