Is the Title "Belle of Jacksonville" restricted? Do I need permission to use this title?

I was wondering if it is okay to name a boat the "Belle of Jacksonville". Is Belle of  particular place a restricted title that is awarded to a particular vessel?

What are the rules regarding naming boats?

Is "Belle of" typically a superlative title awarded to the most luxurious vessel out of a particular home port?

If "Spirit of" typically a superlative title awarded to the fastest vessel out of a particular home port?

Update 3:

What is the rule regarding naval uniform insignia and medals and sashes and such for vessel crew? What is acceptable for a Yachtswoman? Would a sash with the name of the vessel and merchant marine attire be considered in violation of the "Stolen Valor Act"?

Update 4:

If "Belle of" is a restricted superlative title, how would someone get approval to use this title in the name of a boat?
