Showing a photo of someone to someone else on paper or on a phone is NOT necessarily publishing these photos, right?

Correct, simply showing a photo to someone is not considered publishing.

PUBLISHING ►    n.    The industry of publishing, including the production and distribution of books, magazines, web sites, newspapers, etc.    v.    Present participle of publish.    n.    the business of issuing printed matter for sale or distribution

Publishing used to mean printing in volumes for public distribution. At present, the term is no longer limited to paper but now also includes electronic media. If you're showing something to someone else, that's just sharing.
