Why is “chatting” a violation in Yahoo Answers?
I mean if the user who initiates it isn’t trolling then why does anybody care?

Chatting defeats the purpose of this site and stifles knowledge. This is the most-violated rule of the Community Guidelines. Chatty questions have no place on this site because they don't benefit the community at all.
Remember Answers is an information exchange site and never a place to chat with other users. What works on social media sites and instant messaging services won't work on Answers. All chatting should be done in those places instead of doing it here.

Because it wastes our time.
If all categories had the amount of chat that "polls&surveys" has, all the serious answers would leave the site

The site was designed for questions seeking useful information or to benefit from the experience of others, so it could become a repository of facts/data that anyone could access. Chat questions provide no useful information to anyone, and chat (in general) is for social media or Yahoo Groups.

Because this isn't a chat site or a social media site. There are plenty of sites for chatting.
This isn't one of them.

Because chat questions do not add much value to the knowledge base of resolved questions that Yahoo is maintaining.
Consider the following two questions.
1. “What’s your favorite color?”
2. “What were the major strengths and weaknesses of the Mitsubishi Zero in World War II?”
Ten years from now, people will find more value in reading the answers to the second question.
