pretty literal in meaning.  ballots are a list of elections, starting the ballot with the elections for the "Higher" offices (offices of larger scope descending from national to state to region to local) and ending at the bottom of the ballot with local elections.

So, up and down the ballot literally means from top to bottom on the ballot.  The contained meaning, though, is "from national level to the neighborhood level, and all things in between".

Up and down refers to voting for the same party on a ballot.

E.g. vote Republican up and down the ballot.

Consider not just your favorite candidates for each position - but also consider which candidates are more likely to WORK TOGETHER to accomplish goals that are important to you.

So "up and down the ballot" is referring to voting in a way that will align leadership that works together instead of fighting.
