Please help ... What is meant by 'fair' here in this context? Thanks?

Context:

The next president is going to decide whether or not Pennsylvanians will safely make it through this pandemic, including access to vital healthcare services, such as testing, and a fair economic recovery which helps our families and small businesses get back on their feet.

    In this context, fair means available to everyone or every entity in need of recovery, as opposed to favoring some over others.

    It is a bit of a weasel word (can mean a lot of things in actual fact), but the general idea is just and equitable.  the issue is what is meant by just and equitable (fair).  The word has a meaning, but is what I think as fair the same as what the speaker means?  I do not know.

    No one argues against being fair.  We all want things to be fair.  But what does a person think being fair actually is?

    It would be astonishing to hear a politician say that they want things to be unfair.

    The economic recovery shouldn't be at snail"'s progress but be eye-catching.

    Its just an idea that if it happens its fair if it doesn't happen it was needed to but because it didn't happen it wasn't fair.
