    1) the most populous state is likely to have the more homeless,

    2) decent year-round weather.

The big driver of homelessness in California is the exceptional economy there.  The economy is white hot.  Which is generally seen as a good thing.  But this also means that housing prices are sky high as well, particularly in the couple of regions where most Californians live, such as Los Angeles County.  In much of the state this is exacerbated by zoning decisions made in the early and mid 20th century which discouraged dense multi family habitation and encouraged a culture of stand alone single family homes.  Given that land is in limited supply, this drives up the cost of each unit of housing.  In Los Angeles and many other urban areas of California, many homeless people work full time.  It's just that they can't afford to buy or rent a home (you may be thrown off because you're thinking of "homeless people" as the traditional stereotype of the disheveled street sleeping bum, but many have some sort of shelter, including living out of cars)

It's drugs. Legalizing weed has removed the stigma of recreational drug use and once weed no longer is enough for them they move on to the bad stuff. Meth is a hellish drug.

Nice source. On the other hand, Cali is definitely the fifth largest economy in the world. Does that really sound lazy to you

if you are desperate, you tend to go where people don't automatically treat poor people like garbage.  California is not perfect, but we try.
