Can pallets be double stacked on the racks.?

I work in a warehouse and noticed 2 pallets were double stacked on the top rack.  They were pretty close to the ceiling.   My question is double stacking pallets in the racks unsafe or a safety violation.  They were on the very top about level 5.

    It will depend on your State's Code of Regulations.  I believe it changes from State to State.

    In Title 8 of CA, I could only find info that states if a pallet is on a shelf that is more than 12 feet from the floor, it must be wrapped, fenced, or otherwise secured. 

    I would say it's unsafe, but probably not  a safety violation.

    You should not stack them that high... The fire dept. will write you up when they do an inspection.

    We do it all the time.  must be stable loads.
