Is there a difference between a good person and a bad person?

There is no one who is good, no, not one. For all have sinned and fall short of the glory of God.

Religions like Christianity would like you to believe that there is no such thing as a 'good' person because we are all 'hopeless sinners' who are like 'dirty rags'.
You'll see the exact same tactic used by an abusive spouse.

That's an odd question for anyone to ask.
A good person is a true born again Spirit-filled Christian, who has repented of their sins and endeavours to love, obey and follow the Master closely each day.
A bad person is anyone who has never asked Jesus to be their Saviour, never humbled themselves and asked Jesus for forgiveness of their sins and got born again through Jesus Christ the Saviour who died for us all
We know this because ALL human beings are born evil - we are ALL born dead in trespasses and sins and only Christ can make us alive (Ephesians 2: 1 & 5). We are ALL born into Satan's kingdom of darkness, and we are ALL born serving Satan as our master. We are ALL born in bondage to sin and we are not sinners because we sin, but we sin because we were born sinners. Sin is inherent in EVERY human being's genes right from Adam.
That's the very reason why we MUST be born AGAIN (John 3:3). Jesus said unless we are born again we cannot SEE God's kingdom and unless we are born (again) of water and Spirit, we cannot ENTER God's kingdom (John 3:5).
So if we get born all over again, the second time of God (John 1: 12 & 13), then God deliver us OUT OF Satan's kingdom of darkness and translates us INTO the kingdom of the Son of God's love (Colossians 1:13) and He also takes us off the WIDE Road to DESTRUCTION and plants our feet firmly on the NARROW Road to ETERNAL LIFE (Matthew 7: 13 & 14).
After we become born again Christians, we STILL make mistakes, but we never again have a desire to sin and that's what is important - the fact that we are not perfect but FORGIVEN, CLEANSED and SAVED by the blood of Jesus Christ which He shed for us on the Cross of Calvary, where He died to take away our sins and change us from the inside out.
Christians are no longer in bondage to sin or serving the Devil. We become Christ's and as Christ's sheep we hear His voice and follow Him and He has given us eternal life so that we shall never perish nor shall anyone snatch us out of either His hand or God the Father's hand, because Jesus and His Father are One (John 10:28 - 30) - the Father gave us to Jesus Christ for safekeeping, and Jesus has lost none. John 18:9 John 17:12.

Absolutely, just as the difference between a believer and a non-believer.

Both of them are the same since they are human who posses intellect and freewill. Good and bad are abstract then need to be defined by both civil law and etiquette or moral ,base on different believes of religions of the citizen. For instance , to become a priest is good for one person but it is bad for another person. So there is a difference but who would give a decision.

Yep. However a person can be a bad person in a particular situation, while to be a good one in another one. It is not so simple ¯\_(ツ)_/¯

Yes. For example; a bad person rapes people, a good person does not.
