Is this at the time of the accident? No ER doc will request pain medication until the patient's blood panel is back from the lab. The doctor has to know for certain that the patient doesn't already have some drugs or alcohol in their system. By the time this happens, people with serious injuries are usually in surgery or already admitted and under the care of an attending physician.
If you show up at an ER looking for pain meds, you won't get them. They are strictly controlled by the doctor under whose care your grandson should be, whether a GP or orthopedist.

Not their job, he should be seeing a Specialist who should prescribe pain relief.

not enough info, really However, the ER is not the place to get pain meds longer than a few days (most have short term protocols in place now), they should come from his primary or the specialists he now sees (ortho, gen surgery etc)
