How to fix this in css/html?

I am coding a website and when i minimize the browser, everything overlaps and looks weird. The first photo shows the page with the minimized browser. When I expand it, the text moves over to the right like it is supposed to. How do I fix this?

    USE DIV TAGS

    for example.......

    <HTML><HEAD><TITLE></TITLE></head>

    <STYLE>

    .norm{text-align:left}

    .cent{text-align:center}

    .rgt{text-align:right}

    .Edit1{font-family: ms sans serif;

    overflow:hidden;

    position:absolute;

    text-align:left;

    left:65px;

    top:65px;

    width:670px;

    height:470px;

    font-size: 10pt;

    tabs: 3.5in;

    margin-left:0px;

    margin-right:0px;

    color:black;

    z-index:0

    }

    .Image2{font-family: ms sans serif;

    overflow:hidden;

    position:absolute;

    left:516px;

    top:183px;

    width:437px;

    height:367px;

    z-index:1

    }

    </STYLE>

    <BODY TEXT="Black" BGCOLOR="White" LINK="Blue" VLINK="Green" ALINK="Red"><!-- #cid: 1736238723 !-->

    <div Class="Edit1" STYLE="{left:65; top:65; width:670; height:470; position:absolute;}" ></div>

    <div CLASS="Image2" STYLE="{left:516; top:183; width:437; height:367; position:absolute;}" >

    <img src="OPT.jpg" Name="xcid:OPT.jpg" width="437" Height="367"></div>

    </body></HTML>

    --- thats just a basic example ---

    You seem to be working to make the site responsive. I think that may be too big a question for a simple answer. I see what appears to be three pictures.
