Can't tell from this paragraph alone. However, reading around the internet, it appears that the male alligators are somewhat feminized compared with a group that had not been contaminated with DDT/DDE. Since the population had not recovered, and given the lower levels of testosterone, I would hypothesize that the DDT spill resulted in adults that were less successful in reproducing than normal.

o Hormone-mimicking chemicals can decrease fertility in humans. Birth control pills and implants obviously do that. Environmental hormone-mimickers can reduce sperm quality in males, which would also reduce fertility.
